CONSIDERANDO: Que, los artículos 194º y 195º de la Constitución Política del Perú, modi fi cado por la Ley de Reforma Constitucional N°30305, en concordancia con el artículo II del Título Preliminar de la Ley Nº 27972, Ley Orgánica de Municipalidades, señala que los gobiernos locales gozan de autonomía política, económica y administrativa en los asuntos de su competencia; teniendo, por consiguiente, la facultad de ejercer actos de gobierno, administrativos y de administración, con sujeción al ordenamiento jurídico; Que, el artículo 8° de la Ley 28611, Ley General del Ambiente, dispone que las políticas y normas ambientales de carácter nacional, sectorial, regional y local se diseñan y aplican de conformidad con lo establecido en la Política Nacional del Ambiente y deben guardar concordancia entre sí; Que, mediante Decreto Supremo N°017-2012-ED se aprueba la Política Nacional de Educación Ambiental, para orientar las actividades públicas y privadas sobre
