Nº 9034-2006 Lima, 18 de octubre de 2006 VISTO el pedido de inscripción como encuestadora, formulado por el representante del Instituto deInvestigación de la Facultad de Ciencias Administrativasde la Universidad Nacional del Callao; CONSIDERANDO: Que, el artículo 18º de la Ley Nº 27369 establece que sólo podrán publicarse encuestas electorales cuando lapersona o institución estén debidamente inscritas anteel Jurado Nacional de Elecciones; Que, teniendo en consideración los fines de las Universidades, que son, entre otros, de formación académica y de investigación, constituyendo lasactividades de realización de encuestas, sondeos deopinión o proyecciones de cualquier naturaleza sobreintención de voto, una manera de investigar la realidad,debe interpretarse que la recurrente satisface la obligación contenida en el inciso c) del artículo 4 del Reglamento aprobado mediante Resolución Nº 390-2005-JNE del 13 de diciembre de 2005; Que, con la copia de documento de identidad del recurrente, indicación del domicilio del representante yde la oficina donde funciona la encuestadora, constancia de pago de tasa, y la acreditación de profesional calificado, el peticionante satisface los requisitosprevistos en el artículo 4º del citado Reglamento, enconsecuencia debe disponerse la inscripción del Institutode Investigación de la Facultad de CienciasAdministrativas de la Universidad Nacional del Callao como encuestadora, asignándosele un número de registro y procediéndose a la apertura de la partidacorrespondiente; Que, es apropiado señalar que el artículo 191 de la Ley Orgánica de Elecciones prevé que la publicación odifusión de encuestas y proyecciones de cualquier naturaleza sobre los resultados de las elecciones a través de los medios de comunicación, puede efectuarsehasta el domingo anterior al día de las elecciones; El Jurado Nacional de Elecciones, en uso de sus atribuciones; RESUELVE: Artículo Primero.- Inscribir en el Registro Electoral de Encuestadoras, al Instituto de Investigación de laFacultad de Ciencias Administrativas de la UniversidadNacional del Callao, el cual debe sujetar su actividad a
